A Government minister has written to all police and crime commissioners in England and Wales to advise them of the “benefits” of early morning restriction orders (EMROs) and late-night levies.

Norman Baker, the Minister of State for Crime Prevention, was asked in Parliament how many EMROs and levies have been introduced

Baker said: “No licensing authority has yet introduced an early morning alcohol restriction order. A number of areas have been actively considering whether the measure could be of benefit to them. I have recently written to all police and crime commissioners to draw to their attention the benefits the introduction of early morning restriction orders can bring.”

He said one late-night levy has been introduced to date, in Newcastle. He said that, as with EMROs, a number of other regions have been “actively considering” the measure.

“I have recently written to all Police and Crime Commissioners to draw to their attention the benefits the introduction of a late night levy can bring,” Baker stated.

Earlier this week Cheltenham Borough Council became the second local authority in England and Wales to approve proposals for a late-night levy. The measure will be implemented from 1 April 2014 for licensed premises operating between midnight and 6am.
