Planners are expected to give Rick Stein the nod next Thursday for his proposed replacement of the Victorian Rocklands Hotel, in Newquay, Cornwall, with a chrome-and-glass building that will include a bistro and a cliff-face lift to the private Tolearne Beach.
Stein's new venture has raised anxieties among some of the locals who fear the area will become Notting Hill Gate-on-Sea.
The 42-room hotel is expected to open next year.
