Pubs, restaurants and shops should allow non-customers to use their lavatories as more and more public conveniences close, the annual conference of the British Toilet Association will be told this week.
Local councillors will present evidence that a pioneering "Community Toilet Scheme" in Richmond, Surrey, has been a big success. The town's businesses are paid £600 a year to open their loos so the public can spend a penny there.
