Angry tenants and suppliers plan to take former Swallow pubs and hotels boss Alan Bowes to court in a bid to force an investigation by the Department of Trade and Industry.
One unsecured creditor, who claimed to be owed more than £140,000, said they wanted Bowes's affairs brought into the public domain.
The group went into administration last month with debts of almost £60m, leaving 7,000 jobs in the balance.
Administrator Ernst & Young closed a further 12 managed pubs last week with loss of 80 jobs.
