The Conservative Party will this morning set out a five-point plan designed to "get a grip" on binge drinking. The party’s plan will include curbing ‘all you can drink’ promotions, giving councils new powers to block licence applications in late-night trouble spots and employing more police. Michael Howard, the Conservative leader, will say: "Respect for others and respect for property are at the heart of a successful society. "Too many decent, hard working people are intimidated by yobs who are drunk - many families no longer walk home from the pub on a nice evening because of it. "The Conservatives will support the police in confronting, challenging and intervening to tackle every kind of crime, however minor. "And we will legislate to allow local councils to attach conditions to licences, preventing irresponsible drinks promotions and we will remove the presumption in favour of later opening hours."
