Liverpool City Council has rejected plans to adopt a late-night levy.

Following representations from the Association of Licensed Multiple Retailers, the police and the consultants who carried out the consultation, the council’s licensing committee decided to reject the proposal outright at this stage.

According to licensing law specialists, Poppleston Allen, the council felt that the levy would only work if it related to a period for the sale of alcohol which commenced later than midnight and that in so doing the financial benefit would be reduced such that there would be no significant improvement achieved.

They were also mindful of the forthcoming Home Office review on Levies as confirmed in the Home Office’s Modern Crime Prevention Strategy yesterday.
