Only a small proportion of operators (18%) meanwhile have faith that a planned government review into the commercial rent issue will solve the problem.
Out of a number of policy suggestions to solve the rent debt issue, the idea of a government grant to pay off arrears proved the most popular, with 40% agreeing it could help solve the problem.
Three-in-ten respondents (30%) think there should be a review of legislation on commercial leases.
Just 13% believe government mediation over commercial landlords and tenants would help find a solution.
Among those who took the survey, 69% of respondents are confident about the future of their business, down from 75% last week.
