Café Rouge staff at the branch in Hay’s Galleria, near Tower Bridge, London, allowed a customer to smoke a joint on the premises, according to a report in The Observer. One of them said that the boss was not in so the customer, a journalist testing people’s awareness of the changing laws on cannabis, must be free to do whatever she wanted. But the manager of the Bridge Bar, at London Bridge train station, told her she could not smoke there. He said the bar had applied for a certificate to allow cannabis smoking and then she would be allowed to. The Observer 25/01/04 page 5
