Bars in the House of Commons will be the last bastions of public smoking alongside private members' clubs.
An obscure historic loophole exempts the Palace of Westminster from health and safety laws that affect the rest of the country. Smoking has been banned in Commons restaurants, but will still be allowed in those bars that do not serve food.
