Britain's 20,000 private members' clubs have made a last-ditch attempt to persuade MPs to exempt them from a ban on smoking in public places when Parliament votes on Tuesday. Labour MP David Clelland, who is leading the lobbying, points out the clubs are non-profit-making and self-regulating.
