Police and local authorities are to be given powers to charge pubs, nightclubs and other licensed premises in binge-drinking troubleshoots called "Alcohol Disorder Zones". Home Secretary Charles Clarke believes the move could help cut alcohol-related crime and trouble by 10%. But Mark Hastings, of the British Beer and Pub Association, warned that the move could have the opposite effect to what the Government wanted. He said the respectable people they wanted to attract to pubs and bars would stay away from the zones, while troublemakers were likely to carry on going there. The Sunday Times 05/06/05 page 4
