The Conservatives will use an obscure parliamentary procedure in a last-ditch bid to block 24-hour drinking laws. Culture spokesman Theresa May is lodging a motion for a procedure known as "praying against a statutory instrument". This would force another Commons vote on the Licensing Act in the next few weeks.
