Health Secretary John Reid has invited pub executives to talks to discuss a threatened smoking ban in public places. He has suggested that if the industry offers smoke-free areas or a voluntary ban, he will stop short of legislation. Reid is understood to believe that a blanket ban may prove unpopular with Labour voters. A recent ONS survey found a majority opposed prohibition but that there was growing support for partial restrictions in pubs. The Independent on Sunday 11/07/2004 page 2
