Smokers will still be able to light up in pavement cafes and hotel rooms when the Government's proposed new regulations come into force next summer. Some pubs and restaurants are expected to build heated outdoor shelters or put roofs over courtyards to create legal smoking areas. But the shelters, which could have waiter service, will need to be open-sided to comply with the rules. A new "What's in, what's out" guide to the new smoking ban will be published this week. Smokers who light up in any enclosed public place will face a £50 fine. Managers who fail to stop them could be fined up to £2,500. A hotline will be set up for managers and members of the public to report smokers or venues ignoring the ban. The Sunday Times 16/07/06 page 4
