Ministers are pressing ahead with licensing reform. A Bill will appear in next month’s Queen’s speech, the Sunday Times understands.

However, the Government has shelved plans to shake up the gambling industry, the same report says. Proposals which would have allowed Las Vegas-style casino complexes to be built in Britain have been dropped from the Queen’s speech.

It will come as a blow to Leisure Parks which wants to build Pharaoh’s Palace, a 1,000-bedroom Las Vegas-style casino-hotel in Blackpool.
