Culture Secretary Tessa Jowell has admitted the government mishandled the campaign to introduce 24-hour licensing. She blames Labour spin-doctors for under-mining the reforms by using a "stupid" slogan to win votes. They texted young voters the message: "Don't give a XXXX for last orders? Vote Labour." Ms Jowell says this flippant approach made the law change sound like "an advert for hedonism". But she insists that reforming licensing hours was the right thing to do. And she says she despairs of those who claim the British people are incapable of behaving well when they drink alcohol. Ms Jowell accuses the Tories and their spokeswoman Theresa May of "damning us all as eternal adolescents". She says her critics seem to assume the French, Germans, Italians and even the Scots are "somehow biologically more civilised than the English". The Independent on Sunday 28/08/05 page 1, 2 & 21
