Police officers are to be issued with a Government manual to help them tell whether somebody is drunk. They will use it while on undercover duties in pubs and clubs at Christmas to crack down on bar staff who sell alcohol to inebriated customers. The guide lists tell-tale signs like people being dishevelled, "careless" with money, bumping into furniture, spilling drinks, swearing and exhibiting "inappropriate sexual behaviour". But one licensee condemned the manual as "absolute nonsense" and a spokesman for the LVA said it seemed ridiculous.
