Councils are rushing to designate parts of their town centres as zones where no more pubs and bars will open, reports the Financial Times. Several councils have taken advantage of a new "saturation zone" regulation designed to stop binge drinking and drink-related violence ahead of next year’s liberalisation of licensing hours in England and Wales. Camden and central London, in central London, this week adopted saturation zones. Others are planned in Leeds, Oxford, York, Nottingham and Newcastle. Financial Times 18/12/04 page 5
