Labour Party chairman Hazel Blears said new laws to encourage Continental cafe-style drinking in Britain were doomed because Britons were incapable of leaving a bar after one drink. She said in an interview with The Sunday Times that more should be done to educate people about the dangers of drinking. The newspaper says her comments would appear to dispute claims by her Cabinet colleagues that the new licensing laws would usher in a new drinking culture.
